What is a Drug Free Workplace Program?
The Bureau of Workman's Compensation (BWC) created the Drug Free Workplace Program (DFWP) to provide discount incentives to businesses that "detect and deter substance use and take appropriate corrective action." Businesses can participate at three levels and receive up to a 20% discount on their BWC premiums. The goal of DFWP is to increase safety for all employees and reduce business costs related to substance using employees.

  • 47% of serious workplace accidents and 40% of fatal workplace accidents have drug and/or alcohol involvement
  • 38%-50% of all worker's compensation claims are related to alcohol or drug abuse in the workplace
  • Over 90% of alcohol users and 74% of drug abusers are employed
  • An average of 15%-17% of employees in every U.S. company are substance abusers
  • Substance abusers are absent an average of three weeks more per year and are tardy/leave early 3 times more often
  • Substance abusers file 300%-400% more costly medical claims
  • An estimated 50%-80% of all pilferage, theft, and loss is due to substance abusing employees
What are DFWP requirements?
At the lowest level of participation companies must develop a program that consists of: a written drug and alcohol policy, employee education, supervisor training, drug and alcohol testing, and employee assistance. All employees are required to participate in at least two hours of education each year. All supervisors must participate in an additional four hours of education and skill building the first year of implementation and an additional two hours for subsequent years. All education and skill building sessions must meet BWC content requirements.
